So, he would have to either get beyond the boundry line from Canada (who doesn't allow for collecting meteorites like this I believe) or figure out where the US area is and stay within it. If Russia has any laws about their boundry waters, that also may be an issue. Greenland may be pretty easy to deal with as would Finland, Norway and Sweden. But the collecting in the Arctic part would depend on the laws in the nation in who's Arctic area he wants to collect. You aren't thinking of Antarctica, are you? He couldn't collect them legally in Antarctica. But he didn't say Antarctica, he said the Arctic. Which doesn't have the same meteorite concentrating mechanisms as Antarctica, so it would be a stupid expedition.
