Pumping the water out of the crater is useless, it will fill right back in, like a water well, and as soon as you start digging you will hit more water and make mud What needs to be done, is drill water wells in a circle all around the crater about 28' (9m) deep and start pumping the water out of them, pipe the water to an area far away and downhill, lower the better. Doing this will lower the water table in the crater without damaging it much, the may drop in elevation a bit, once this has happen, you can start digging, it will be dryer and less mud to about 24' (8m). If the meteorite is deeper than 25' (8m), deeper wells need to be drilled. The pumps must be keep pumping or the water table will return! To do this, takes a lots work, equipment, power, cooperation of all involved, and being this is a remote location only the Military I think can do this fast. It a shame that nothing has been done to date. Thanks Mike for fighting back and keeping us informed. So what do you think list, can this be done, thanks for your time.
