This Sounds like complete rubbish.... Except actually they did similar
things here in Britain in the 1960's (yes really!) 'Portland down
research station' sprayed 'biological vapor' over the south coast of the
UK to see how far it spread, as part of chemical weapons
research....although the 'biological vapor' was probably inert.

Wasn't that nice of them...
