An analysis of mega-engineering projects throughout history I did has some bearing on this. They come in two types. Type I mega-engineering projects are evolutionary. They slowly build up to the largest and most massive type, and then, as the need collapses, they quickly end. An example of this is the largest steam locomotive. Type I MEPs are near the end of their series. Type II mega-engineering projects, much rarer, suddenly and dramatically appear on a scale much more stupendous than their much smaller predecessors. The political, social, and economic conditions and motivations are coincidentally maximized. The Saturn V moon rocket and the Great Pyramid are examples of this type II. The later examples in the series are attempts to recapture the glory, but the conditions are not quite right. The later examples are smaller and less ambitious. Type II are near the beginning of the series, which die out. In type I, one might expect the meteorite to resemble; in Type II it seems more likely to be part of the motivation which must be maximized. But only part of the motivation.
