Mike,

This seems to answer my question.

I did have a question then about bribing officials.
There are two reasons why you have to bribe officials.
You are trying to do something illeagal, or they are
practicing the art of extortion. I pose this question
in light of the following post:

...When you visit this area ocassionally for 3 years
and take anything that you want - raping and stripping
the desert of anything that you wish to keep for
yourself, and supply nothing in return to the property
owners of 5000 years except a few bribes to government
officials...

I'm just trying to get a grip on this issue.
