No. Type 3 is now subdivided into types 3.0, 3.1,... 3.9, where
3.0 is the least metamorphosed (virtually unmetamorphosed), and 3.9
is nearly a type 4.  

L3-4 either means its a breccia of types 3 and 4 material, or
transitional between 3 and 4, depending on who wrote it.
