And it the States in the South-East had similar laws they would not
have been invaded by kudzu.

If it is a crime to get a plant imported into California, then it is a
crime to
circumvent the law by trying to move it through another state.
Furthermore
anyone would be an idiot to accept a package from overseas for someone
else and
resend it. Let's see, it could contain drugs, kiddie porn, or any
number of
other illegal things, then guess what, they have become a drug
smuggler.
