This is footage of the decay of a Russian Breeze-M tank, the jettisonable
doughnut-shaped fuel tank of the upper stage of a Proton rocket. It was actually
shot on April 23rd (not April 2), and the event was seen and filmed from several
places. Below is footage from Brasil:

It concerned Breeze-M tank 2001-014B, a left-over from the launch of the Russian
geostationary satellite EKRAN 21 launched on 7 April 2001.
