There is probably a reason for this.

I have seen sellers listing multiple items using "Buy It Now" for, say, $.99 .. and then charging $50 for shipping. That way the final value fees for the seller are greatly reduced. So, I guess eBay got fed up with these loop-hole tactics, as if eBay/Paypal Inc. doesn't make enough annual revenue anyhow. So.. sellers, especially those that charge actual shipping and ship heavy items, will suffer the most as a result of this policy change.

Good points Adam,

Ebay/paypal gets sellers coming and going. Between listing fees and final value fees, not to mention paypal fees, its getting harder and harder for sellers to keep a decent margin for themselves without driving their prices too high to compensate. Now ebay wants to assess final value fees to include shipping on top of sold item? What the heck!!!?? Shipping has absolutely NOTHING to do with ebay! Why should ebay get revenue on their seller's expense?
