The general consensus is that NonCom works like Entmoot. Eventually the classification will get changed - but nobody knows when. In the meantime, for your own use, call it an EL3 and nobody will fuss you for it, regardless of what the Met Bulletin says. ;) If you search back through the List archive, there is a discussion about this same issue that took place about a month or two ago.
