[meteorite-list] A Simple Question

It is all a matter of enforcement - and they aren't enforcing it in every case (probably none of them, but the potential is there).? As it is now, they can't keep the border sealed, so I doubt most feds in those districts care because they have bigger worries.? They can't keep people from dumping trash and abandoning vehicles.? So what is the harm of digging a few meteorites (especially when most enthusiasts are eager to help in the progress of meteoritics)?
