I'm guessing they are trying to use this part: "and other objects of historic or scientific interest that are situated upon the lands owned or controlled by the Government of the United States to be national monuments" I doubt this is the spirit the Act was written in. And I'm no U.S. legal expert but I would think they'd have a hard time using it in court. Maybe Martin Altmann could fill us in a bit more on that point or someone else who knows more about U.S. law.
