They have long been sold by artifact dealers without restriction. This is the ONLY way to own 'moon dust' from Apollo. I've seen some nice swatches that contain those microscopic orange spherules of glass. Neat stuff, but I'd rather own a big chunk of lunar meteorite. Greg, the first article you cite states it correctly. It is illegal (in the US) to own any lunar material that made it to earth via an Apollo mission.
