The laser uses the objects own material as "fuel" for a jet reaction - the moment of force remains the same regardless of rotation. This method was proposed by an engineering team from NASA Langley in their CAPS (Comet and Asteroid Protection System) study. Evryone looks for non-nuclear charge options, but they are available if need be. Thankfully, small objects can be diverted by kinetic impact if discovered early enough. E.P.
