Hi Sterling,
        This particular logic is not necessarily accurate, though the
necessity for strong winds MAY be a requirement. I have an outrageous
kite that can pull a "wind buggy" in high wind - but a much larger
kite can pull the wind buggy with much lighter wind. Either way,
what IS required is the space (not the wind velocity). That is only
available on the beach or dry lake beds and the like.
        I will admit I initially thought about the possibility of Mars
as an "excuse" to put this on the list but wrote it off as unlikely
to have the winds necessary - though I have no idea of the winds
that are or are not on Mars..... and I was surprised when reading your
statement any comments on the actual wind or lack there of on Mars.
(Or did I miss it?)
