Half of this were very tiny pieces with very small RCS values, not large enough
to cause a fireball.

Meteoric fireballs occur at a rate of more than one EVERY DAY. Compared to that,
space junk decay fireballs are rare.

If you are refering to the SL-12 r/b 2003-060F (#28199): this reportedly decayed
on May 13th and nothing decayed since.
