Pretty doubtful. The key feature you will see on all fulgurites is a =
definite glass lining. The external surface is commonly variably fused =
sand. Your specimen looks like limonite/goethite (check the streak). =
If it's FeOx and lacks a glassy core, it's not a fulgurite.

expertise: If you touch this object, it feels "sandy" for sure, and it =
leaves tiny grains of sand (very few) on your fingers. The color on the =
photo is very accurate. Again: size of the object is: 9cm in length, =
2.5cm inner diameter.
