I think it highly unlikely that NASA would, or could do
this, as the issue of awarding each of the Apollo
astronauts a sample seems to require an act of Congress.

According to the Act as it now is, such samples cannot
be sold, but can be passed from one descendant to the
next. Should such a sample ever be offered for sale to
anyone outside of the family and the descendants of the
original Apollo astronauts then it reverts to the
Government of the United States and will be confiscated.

I think that a proposal to award a lunar meteorite
sample to the one that broke the case is admirable,
perhaps NASA could, without an act of Congress, award
him with a sample of a lunar meteorite instead.

(they have quite a few of these)
