Its "worldwide caution" was issued last week after four men were convicted in the bombings of two U.S. Embassies in Africa. The State Department also said that the government learned last month that American citizens abroad may be the target of a terrorist threat from groups with links to Osama bin Laden's Al-Qaida terrorist organization. "In the past, such individuals have not distinguished between official and civilian targets," said the State Department. "As always, we take this information seriously. U.S. Government facilities worldwide remain at a heightened state of alert." The four defendants convicted in the 1998 embassy bombings in Kenya and Tanzania were linked to bin Laden. While the State Department said there were no specific threats immediately after the verdicts in a New York court, it urged U.S. citizens traveling overseas to be vigilant, maintain a low profile and be aware of their security.
