Hello Ron and list,
Canada only controls the export of meteorites found in the country. The
property owner retains ownership of the meteorite and can sell to anyone
as long as the material stays in the country or an export permit can be
obtained. (Of course, most of the land in Canada is owned by the
government.) I believe the situation is the same in Australia, but I'm
not positive.
