Hello everybody -
Watching the reaction on this list to Brian Marsden's announcement
has gotten me to thinking about the reaction to the Russian scientists'
work on Icarus.
Does anyone on this list know if foreign scientists have a way of
communicating observations of concern in an extremely rapid, reliable
(and perhaps confidential in some respects) way?
Even more seriously, are there any mechanisms in place which have
made sure that launch officers of developing countries have been warned
as to the possible dangers of Earth impactors? Are there any mechanisms
in place so that they might be rapidly and reliably informed if an
impact event, air burst, or swarm should occur?
