One way I can think of something like this forming is if there
were a substance in the core that underwent some kind of explosive
state transition at a certain pressure.
We know water expands at the solidification point contrary to what
most substances do, maybe there is some compound that explodes
when the pressure exceeds a certain point, thus forming explosive
byproducts (maybe gases) and enough pressure to form the vugs.
It would have to leave some residue and evidence though, no?
